After the Russian leader suddenly dies, Jack Ryan, a doctor and historian with an expertise in Russia, is brought into the CIA to help them see what Russia might do next.
Meanwhile, Russian and Austrian terrorists get their hands on a U.S. nuclear bomb and plan to detonate it at a football in Baltimore. Jack tries to track the bomb down, but runs out of time and the bomb goes off.
The President, narrowly escaping the blast, believes that the Russian government is behind the attack. He quickly returns the attack.
The Russians, unaware of the nuclear bombing, think they're being attacked unprovoked and return fire.
Jack finally discovers the identities of the terrorists and negotiates with both the U.S. and the Russian governments just in time to stop an all out nuclear war.

This is the story about CIA analyst Jack Ryans attempt to locate a nuclear weapon and prevent a war with the Russians. This film is bad for many reasons. The first half is slow and little happens. The second half is preposterous with little drama, as we watch Ben Afflict attempt to prevent war by using his cell phone and pilot and negotiating directly with Russian leaders (not very likely). Ben Afflict is also extremely miscast in the role once played by Harrison Ford; he looks like a soft frat boy.
