Wind and Cloud, born with awesome powers over sky and water are the adopted sons of Lord Conquer, evil dictator. Wind is kind and gentle, whereas Cloud is temperamental and angry. When Conquer receives a prophecy that his wards will betray him, Conquer decides to engage his only daughter Charity, to Wind, knowing how much Cloud loves her. This decision drives a wedge between the two foster brothers, which Conquer hopes will result in bloodshed.
