Charles Bronson returns as a ruthless vigilante - a role which he almost made his own during the eighties. When a serial killer William Stacy (Gene Davis) goes about slaying college girls in the nude, a tough city cop Leo Kessler (Charles Bronson) hunts him down and plants fake evidence to get him into prison. But when his bluff is called, Kessler is expelled from the police force and the killer is set on the loose. Stacy starts stalking Kessler's daughter forcing him to take matters into his own hands.
