Review Summary and Plot Commentary about Chain Of Command
After saving the President-elect from an assassan on an airliner, Secret Service agent Connelly (Patrick Muldoon) is transfered to protecting the briefcase that contains the nuclear launch codes: "the football".

When President Jack Cahill (Roy Scheider) travels to meet a buisnessman on his cruise ship off the Chinese coast, Connelly traels with him. But soon, the businessman has his secuirty chief Craig Thornton (Michael Biehn) kill the secret service agents and take the football.

With the football in the hands of a man who wants a nuclear war between the U.S. one missile gets fired towards the Chinese capital. Vice-President Gloria Valdez (Maria Conchita Alonso) desperately tries to keep the Chinese from firing an all out nuclear strike, but they too fire a nuclear missle at Washington D.C.

With two cities destroyed and the U.S. and China on the brink of war, Connelly must take back control of the football and save millions from a nuclear war.
